This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
This is a DHA modified TERM and may be made permanent without further competition
Duties
Perform Contracting Officer Representative (COR) duties for small and large contracts to ensure
timely billing, reporting, and monitoring of contractor performance.
Evaluate contractor performance and provide feedback via approved reporting systems.
Develop methods and tools to manage multiple simultaneous contact actions including awards,
modifications, funding and administrative changes.
Provide internal, external, and subordinate organizations with strategic guidance regarding the use of
contract types, existing contract vehicles, procurement lead times, and contracting
centers/activities.
Serve as liaison between customers and contracting officers and contracting specialists.
Helps establish, plan for, and support pre-award contracting activities including development of
Acquisition Requirements Packages (ARPs).
Develop Requests for Information (RFIs) and Requests for Quote (RFQs).
Interface with Program Analysts, Engineers, and Cost Analysts to determine cost estimates and
funding availability to meet customer requirements.
Requirements
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Foundational in the Acquisition Career Field Contracting within 36 months of entrance on duty.
- This is a Term position is intended to last 5 years. A term position may be terminated at any time, depending upon the needs of management.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
Qualifications
ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the ACWA examining program. The position is being recruited at the NH-02 grade level. If you are selected at the NH-02 grade level (GS 5-11 equivalent), you must meet the qualification requirements for the position and complete/pass the ACWA assessment.This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This position will be filled at the NH-02 (GS 05-11 equivalent) level (after all other requirements are met and management approval).

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. General Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. General experience is defined as:
1) Providing support as a Contracting Officer's Representative (COR) on multiple contracts, task orders, and delivery orders; and
2) Providing recommendations on contracting approaches for small and large requirements; and
3) Advising requirement owners on the most expeditious and appropriate methods of procurement and the contracting process; and,
4) Understanding Acquisition Regulations such as the Federal Acquisition Regulation (FAR) and Acquisition Pathways to plan and manage the
contract development process.
This definition of general experience is typical of work performed at the next lower grade/level position in the federal service NH-I. (GS04).
OR
Education: Four years of education above the high school level leading to a bachelor's degree obtained from an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.To qualify based on Education and/or a combination of education and experience you must submit a copy of your transcripts. To qualify based on education alone, your transcripts MUST show a confer/award date.
This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
