You will serve as a SENIOR QUALITY MANAGEMENT REPRESENTATIVE in the Transportation Product Line, Public Works Directorate of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will analyze problems and develop recommendations for corrective actions related to the Facility Support Contract performance assessment. You will conduct pre-work meeting, develop Performance Assessment Plans (PAPs) and Functional Assessment Plans (FAPs). You will review contractors' submittals/reports and work schedules. You will develop inspection schedules, enforce safety provisions, and recommend contract modifications. You will investigate unforeseen or changed conditions, deviations from contractual specifications, poor performance, safety violations, conflicts between plans, specifications, scheduling difficulties, etc.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a senior technical authority on the assessment process; 2) Developing performance assessment contract criteria and preparing assessment plans, contract specifications and reports; 3) Monitoring contractor performance on contracts (i.e. service and minor construction) to confirm contractor's performance meets contract specifications; and 4) Preparing cost analysis and estimates; 5) Utilizing multiple Microsoft applications including Outlook, Word, Excel, SharePoint, Teams, etc. 6) provide guidance to activities/claimants regarding custodial; grounds; heating; ventilation, and air conditioning (HVAC); electrical; utility; Personal Property issues; and/or pest control contract requirements. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR

A combination of experience and graduate education as described above that equates to one year of experience.
