Position will be filled at entry grade of GS-07 or GS-09, Full Performance Level GS-11.
Duties
Analyzes and applies position classification principles and guidance in the review of a variety of agency positions. Evaluates and explains grade distinguishing characteristics to managers, supervisors and employees
Prepares position descriptions for various activities and organizations and writes memorandum on findings of classification reviews.
Provides guidance to managers about reorganizations process and identifies potential conflicts of proposed actions with classification and/or other human resources principles. Reviews reorganization proposals to identify potential issues and concerns
Coordinates precedent setting classification actions with classification program manager, senior specialists, or agency headquarters explaining in detail the rationale for classification findings
Briefs employees, supervisors, or managers regarding classification issues, findings, or policies.
DUTIES AS DESCRIBED REFLECT THE GS-11, FULL PERFORMANCE LEVEL. DUTIES TO ASSIGNED TO ENTRY GRADES OF GS-07 OR GS-09 WILL BE DEVELOPMENTAL IN NATURE.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
For the GS-07 level, one year of specialized experience equivalent to the GS-05 level is required. Specialized experience is defined as reviewing position and personnel action information in order to create, process and audit position or employee information in an automated human resources system; applying regulation and agency policy and guidance and troubleshooting issues related to the creation and processing of personnel actions and data.
For the GS-09 level, one year of specialized experience equivalent to the GS-07 level is required. Specialized experience is defined supporting a position management or classification functional area; assisting in the review of specific positions, in the developing position descriptions, or in implementing the results of position or organizational reviews; advising lower graded staff on the processes and practices of the position management and classification functional area, assisting and advising customers on the requirements of position review or development of position data.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For GS-07 consideration, applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service. For GS-09 consideration, applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.

GS-07 (2-grade interval) Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (
http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
