About the Position: This position is located at the US Army Training and Doctrine Command, Deputy Chief of Staff G-3/5/7, Deputy G3 Training, USA Security Assistance Training Field Activity, Fort Eustis, VA. The Security Assistance Training Field Activity manages the United States Army sponsored Security Assistance Training Programs and selected Department of Defense Programs (Title 10) that bring approved international Military Students (IMS) and select civilians to U.S. Army managed training.
Duties
Formulate the Foreign Military Sales (FMS) admin budget, Foreign Military Financing (FMF) admin budget, and Operation and maintenance Army (OMA) budget for the Security Assistance Training Field Activity.
Responsible for the overall integrity of the Planning, Programming, Budget and Execution System (PPBES) for the Security Cooperation programs.
Develop cost factors in order to evaluate status of funding and analysis of discrepancies.
Assign workload to subordinates in order to meet mission requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- FINANCIAL MANAGEMENT LEVEL 2 CERTIFIED - must be able to obtain this certification within 24 months from hire date.

Specialized Experience: One year of specialized experience which includes:1). Analyzing budget estimates to ensure funding needs are met; and recommending corrective actions pertaining to the use of the annual budget to leadership. 2). Formulating and executing a complex budget program involving a variety of funds and appropriations. 3). Provide advice and counsel to other resource management and non-resource management officials to resolve a variety of budget/funding and allocation issues. 4). Utilizing financial management systems to track budget data and review funding and supporting documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
