Duties
The incumbent serves as the Assistant Deputy Chief of Staff (ADCS), G-3/5/7, TRADOC, with full responsibility to direct the action of the G-3/5/7 personnel, technical, and managerial efforts in accomplishment of core Army training mission. Provides oversight and influence for an organization of over 400 Soldiers and Department of the Army civilians in 15 subordinate organizations headed by a Colonel, or a GS-15 with an operating budget of $60 million. Develops and directs the G-3/5/7 mission activities, policies, procedures, and processes in order to accomplish TRADOC mission of train, educate, and develop Soldiers and leaders. The incumbent is responsible for development and review of plans, programs, and policies, and procedures for the execution of activities which are the responsibilities of the training community. Provides oversight and influence for an organization of over 400 Soldiers and Department of the Army civilians. Manages the training base affecting more than 750,000 military in 33 Army schools and 4 Army training centers that require an annual training budget of more than $8 billion. Ensures training and leader development portions of TRADOC and Army plans are consistent with organizational goals. Ensures the integration of combined arms and support training; joint and combined operations and interoperability training, and training in the TDA Army, into training development and research programs. Develops, directs, and executes command operations and plans that sustain and enhance TRADOC's ability to fulfill its assigned missions in support of Army readiness. Incumbent is responsible for leading command operations, protection, mobilization, and readiness activities that include integrating and synchronizing operations across TRADOC and managing readiness of the training base. Serves as Functional Advisor for Education & Information Sciences (EIS) Career Field (CF), Functional Community (FC)-32. Provides functional leadership to achieve a competency-based training and development process. Advises the Deputy to the Commanding General (DCG), TRADOC, as the Army's Functional Advisor on issues involving FC-32 organizational structure, proposed personnel policies, funding for civilian training and development, career program structure, and professional development of the 9300+ Army Civilian workforce. On behalf of the Secretary of Defense, serves as the Director of the Defense Warrior Games. Leads and directs the joint planning, resourcing, and safe execution of the DoD Warrior Games and US participation in the Invictus Games for our nation's wounded, ill, and injured service members and allied country participants.

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

*** TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
TQ 1 - Knowledge of, and experience in, the management of a large, complex, and diverse organization requiring executive level leadership skills.
TQ 2 - Demonstrated ability to lead enterprise level responsibility for advanced training management, technology, training development, training evaluation, training automation, training research, and training resourcing, assures that unity of purpose is maintained in direction, assignment, and accountability, and provides for the integration of functions and work, throughout the organization. Coordinates with other elements of the Army on training and training management system and initiatives as required.
