The primary purpose of this position is to serve as Senior Information Technology (IT) specialist responsible for base level assistance in the operation and maintenance of the installation's local and wide area networks and telecommunication systems.

Duties

This is a developmental position with known promotion potential to the target position of 9X-36831 Information Technology Specialist (NETWORK/CUSTSPT), GS-2210-11. This is a GS-09 Target 11 position and may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). This is a GS-09 Target 11 position and may be filled at any grade level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to Lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. Position Duties: Functions as Comm Focal Point's Senior IT specialist, as interface between the IT Service Desk, AFNetOps organizations, the Wing Installation Control Center, the Enterprise Service Desk and DISA. Works with lower-graded CFP technicians in administering and maintaining base telecommunication system and controlled area function As Senior IT Specialist analyzes and identifies potential performance or capacity problems and plans for changes to avert problem. Oversees customer support, assistance, training, and orientation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards IOR for Information Technology Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: GS-09 LEVEL: Applicants must have at least one (1) year of specialized experience at the next lower grade (GS-07), in Federal service or equivalent in other pay systems. Specialized experience is experience which includes knowledge of concepts and techniques required to assist in the planning, operation, and maintenance of LAN/WAN, including installing and implementing enhancements. Knowledge of customer support principles, methods, and procedures sufficient to document problem resolutions and to provide guidance and training to customers. Knowledge of the procedures and techniques necessary to gather, synthesize, and draw conclusions regarding trend analysis. The ability to analyze routine network problems and recommend solutions. In addition, must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. Due to the use of 120 day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION (TRANSCRIPTS MUST BE PROVIDED): Applicants must possess a master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields id. SPECIALIZED EXPERIENCE:GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade (GS-09) in Federal service or equivalent in other pay systems. Examples of specialized experience is experience which must include Information Technology (IT) experience that includes being responsible for base level administration, operation, and maintenance of the installation's computer network and for providing technical assistance, training, and support to management and customers AND IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. OR EDUCATION (TRANSCRIPTS MUST BE PROVIDED): Successful completion of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. GS-11: Knowledge of LAN/WAN and system principles and practices sufficient to administer and troubleshoot components. Knowledge of customer support principals, methods, and procedures for documenting problem resolutions and providing guidance and training to customers. Knowledge of concepts and techniques required to assist in the planning, operation, and maintenance of a LAN/WAN, including the installation and implementation of enhancements. Knowledge of the procedures and techniques necessary to gather, synthesize, and draw conclusions regarding trend analysis. Knowledge of IT security principles, concepts, practices, products and services, and methods for evaluating risk and vulnerability. Ability to analyze routine network problems and recommend solutions. Ability to communicate factual and procedural information clearly, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
