This position is in the Research Administration Office of Birmingham VA Healthcare System (BVAHCS). Research at BVAHCS complements and supports VA patient care and is conducted by staff clinicians and non-clinician scientists who are also faculty members at the University of Alabama at Birmingham. The Research Office assists investigators and their staff including more than 100 principal investigators with research projects funded by several agencies and corporations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Individual Occupational Requirements:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
Specialized Experience
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
GRADE DETERMINATIONS:
GS-7:
a. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience for this grade level include, but are not limited to: familiar with the activities and needs of the subcommittees and the Research and Development (R&D) Committee. The employee is an ex-officio member of at least one but potentially all committees. Familiar with the responsibilities and membership of each committee. Administratively pre-reviews new studies for content and completeness following local, and federal requirements before forwarding to committees. Reviews all research proposals prior to submission to the R&D Committee and the ACOS/R for approval. OR,
b. Education: One (1) full year of graduate level education or superior academic achievement (GPA of 3.0 higher; top 3rd of class; elected membership in honor society). (TRANSCRIPT REQUIRED) OR,
c. Combination: Equivalent combinations of education and experience may be qualifying. (TRANSCRIPT REQUIRED)
GS-9:
a. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience for this grade level include, but are not limited to: Independently reviews submissions for completeness and proper content. Manages proper and effective receipt, logging, routing, tracking inquiry, evaluation, interpretation, judgement, review, action and response regarding research submissions and related business. Performs intake of research personnel and new research protocols and assures that all documents have been property completed. Reviews all research proposals prior to submission. Oversees or performs audits of local investigators. Serves as a liaison with scientists, scientific affiliates, and other external customers. OR,
b. Education: a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., (TRANSCRIPT REQUIRED) OR,
c. Combination: Equivalent combinations of education and experience may be qualifying. (TRANSCRIPT REQUIRED)

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
