The Supervisory Health System Specialist directs the program management for Facility Strategic Planning including matters involving staffing and recruitment, promotions, awards, position classification, training, disciplinary actions, etc. The incumbent reports to the Associate Director and has responsibility for performance appraisal of designated staff and achieving program goals.
Duties
Duties may include but are not limited to:
Performs administrative and human resource management functions relative to staff supervised.
Establishes guidelines and performance expectations for staff, which are clearly communicated through both formal and informal performance management evaluations.
Observes staffs' performance, providing performance and productivity input and takes appropriate steps to effect changes when needed to enhance employee and section performance.
Resolves informal complaints and grievances.
Assures that subordinates are adequately trained to perform assigned duties, recommending additional training when needed to enhance employee development.
Provides oversight of strategic and/or program planning for individual clinical or administrative services or programs, or a combination thereof.
Conducts market assessments to stay current on internal/external influences that could affect the medical center.
Provides oversight of capital and/or program planning for individual clinical or administrative sites of care, or a combination thereof.
Oversees the capital planning processes to include Health Care Planning Model (HCPM), Strategic Capital Investment Plan (SCIP) and project activation and space management and allocation processes.
Works closely with Engineering staff to ensure capital plans, SCIP submissions are sound and achievable and business cases or OMB 300's are submitted timely and fully justified to achieve organizational goals.
Oversees the establishment of sharing agreements with DOD or other government agencies as necessary to support operational goals at various geographical locations across the market.
Develops pertinent business case analysis, statements of work (SOW), justifications and other required paperwork and facilitates submission through approving bodies at the medical center.
Supervises and oversees the Contracting Officer Representatives (COR) duties for all contracts necessary to support operations within the planning service purview.
Work Schedule: Monday through Friday, 7:30am to 4:00pm OR 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You must also have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying management analysis principles, techniques, and concepts designed to identify potential improvements in the way healthcare services are delivered; Communicating with senior leaders, community stakeholders and all employees on site, both orally and in writing; Working knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of the patient safety program; Working knowledge in the strategic planning process, including, VHA Office of Policy and Planning (OPP) Strategic Planning Guidelines, the Health Care Planning Model, and the impacts of Affordable Care Act (ACA) on VHA; and Utilizing basic principles and practices related to the management of healthcare delivery systems and applying this knowledge to solve the unique problems arising in a healthcare delivery system.
Preferred Experience: Master Planning, Facility Planning, and Strategic Planning experience preferred.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumbent may be required to work long hours and irregular shifts.
Work Environment: The work is typically performed in an adequately lighted and climate-controlled office. The incumbent will need to travel to all sites of care under the VAMC jurisdiction to conduct business. This includes meeting with stakeholders, review pending site locations, etc.
