The position facilitates efforts with broad-reaching impact to VHA programs and operations, providing counsel that directly impacts VHAs risk practices, mitigation and corrective action efforts. The position routinely engages with VA and VHA leadership at multiple levels of the organization, as well as regulators including GAO and OIG, and leverages their extensive knowledge and understanding of the full range of VHA healthcare operations.

Duties

Identifies risks, issues, and opportunities in oversight reports and assesses corrective action plans to ensure root cause is being addressed and not creating new, unaddressed risks for the organization. Analyzes GAO and OIG reports to identify causal factors that require remediation beyond the recommendations issued, coordinating additional actions necessary to remediate the additional causal factors. Comprehensive knowledge of an extensive body of rules, procedures, and/or operations in enterprise risk management and internal control systems to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems. Leads multidisciplinary workgroups established to develop data-driven and evidence-based remediation strategy options for high-risk areas. Reviews proposed actions and, as appropriate, negotiates solutions that support a balanced approach to addressing risk. Mentor and provide support to program office staff to ensure VHA responses to GAO and OIG recommendations are responsive to the intent of the recommendation and identify deliverables for which VHA is accountable. Coordinates annual internal controls program assessment across VHA Central Office, collaborating with an internal team to gather supporting documentation demonstrating the design and effectiveness of internal control. Compiles results for submission as a part of the annual Statement of Assurance submission in accordance with regulatory reporting requirements. Communicates and treats stakeholders in a courteous, tactful, and respectful manner. Provides consistent information that aligns with established policies, procedures, and industry standards. coordinate and connect efforts associated with managing VA, VHA, OAWP, OIG and GAO identified risks, issues and deficiencies with impacted VA and VHA program offices, VAMCs and VISNs. Collaborates with assigned operating units and other risk management teams in VHA to implement standardized risk management and internal control activities. Reviews, disseminates and translates the output of information collected in risk management systems that support pattern identification and predictions on future outcomes and trends related to risk, positioning the organization to engage in failure mode effect activities. Skill in developing and presenting decision briefings, detailed analytical reports, and correspondence for VHA leadership. Skill in standard Microsoft Office tools to include Word, Excel, Visio, PowerPoint, Teams and SharePoint. Creates or aids in creation of VHA Directives, policy documents, standard operating procedures utilizing prescribed VA or Microsoft templates. Develops and delivers reports and presentations to VHA leadership on a range of topics pertaining to risk and internal control. Creates and delivers training materials that educate individuals at all levels of responsibility on topics pertaining to VHA's integrated enterprise risk management and internal control framework. Identifies and disseminates best practices for integrated risk management and internal controls. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupation Requirement (IOR) You may qualify based on your experience and/or education as described below: IOR Education: Do you possess undergraduate or graduate education with major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration? Transcripts are required with application and unofficial transcripts are acceptable. OR IOR Experience: Do you possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist? Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field? This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to develop performance improvement techniques; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care system customizing in facility wide performance improvement programs, projects, and products. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR IOR Special Provision for In-service Placement: Have you successful completed an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan? Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Specialized Experience: Do you have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization? Examples of specialized experience but must include 5 of the 7 following examples: Apply rules, procedures, and/or operations in enterprise risk management and internal control systems. Risk management and internal control functional disciplines including identifying risks, assessing risks, recommending risk decisions, designing controls, implementing controls, assessing controlefficacy through control testing, and overseeing/monitoring controls. Healthcare operations and support functions to include eligibility and enrollment, benefits delivery, healthcare delivery and operations, provider relations, health information management, financial management, claims processing, cost recovery, corporate compliance, project management, and strategic planning. Process and techniques associated with designing and implementing internal controls testing and evaluation. Research and investigative techniques that support gathering of information necessary to complete risk assessments, perform data studies and conduct trend analyses. Negotiation and conflict resolution skills that support successful navigation of divergent viewpoints and conflicting priorities. Develop and present decision briefings, detailed analytical reports, and correspondence for VHA leadership. You will be rated on the following Competencies for this position: Reasoning Accountability Customer Service Communication Education and Training Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably.
