The Health Systems Specialist performs as a Team Coordinator and provides support in analyzing, evaluating, advising on and/or coordinating VHA health care delivery systems and operations relating to program management responsibilities of ILEAD's Office of the Chief Learning Officer. This position significantly encompasses the entire scope of responsibility associated with all VHA programs and operations.
Duties
This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. The major duties of this position include but are not limited to:
Assists with resolution of management and operation issues in order to ensure high quality deliverables, improve the rate of acceptance and timeliness of submissions.
Comprehends a variety of high-level topics, including affiliations of Med Centers, Internal and External Conferences, VISN-Level Project Management, Virtual Clinical Training, and Organizational Realignments, and presents in appropriate format to best meet the requirements of the CLO.
Assist the Associate Director in developing staff work plans and monitoring progress in achieving planned objectives by leading weekly meetings and maintaining tracking systems.
Provide technical guidance to support CLO performance reviews.
Prepares professional compliance reports and reviews required information, reconciles conflicting information and data and if required, devises new or modified methods to analyze findings to best meet organizational need.
Work Schedule: Monday-Friday 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirements:
This position has an Individual Occupational Requirement (IOR). In order to meet the basic requirement of the Health Systems Specialist, 0671 series, you must:
Possess an Undergraduate or Graduate Education with a major study in:
Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS ARE REQUIRED)
-or-
Possess progressively higher responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to the IOR above you will need 1 year of specialized experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Comprehending a variety of high-level topics, including affiliations of Med Centers, Internal and External Conferences, VISN-Level Project Management, Virtual Clinical Training, and Organizational Realignments, and presenting these topics in appropriate format to best meet the audience.
Preparing professional compliance reports and reviewing required information, reconciling conflicting information and data and if required, devising new or modified methods to analyze findings to best meet organizational need.
Assisting with resolution of management and operation issues in order to ensure high quality deliverables, improve the rate of acceptance and timeliness of submissions.
Leading and/or participating in the development of new or revised program objectives related to improving VHA and assisting with operational activities and procedures involving quality management, risk management, and succession training.
You will be rated on the following Competencies for this position:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
