This is a developmental position in which the incumbent will gain experience and develop his/her knowledge, skills, and abilities in the Strategic Planner- Health Systems Specialist profession. The full performance level of this position is GS-0671-13. Upon satisfactory completion of statutory requirements and contingent upon the recommendation of the supervisor, the incumbent may be promoted to GS- 0671-13 without further competition.
Duties
At the GS-12 level the incumbent will serve in a developmental capacity performing assignments and completing training, to gain the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. During training, the incumbent will perform the duties outlined in the target grade position description but will operate under close supervision. Assignments are given with more specific instructions and guidance, increasing in complexity, until the incumbent has gained familiarity and experience with the work and can perform all duties at the full performance level. At the GS-13 level, evaluates, processes, or makes recommendations for effective organizational changes based on current and future (workload) projections. These changes would mainly be at the medical center level but could also affect VISN-wide programs or services. Performs organizational analysis for clinical and administrative services. Performs analysis on the current and future needs of the medical center, identifies gaps and opportunities, and then executes business case analysis on the best strategy to accomplish VHA, VISN, and VAMC goals and objectives as they relate to the overall mission. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of medical center programs or operations in meeting established VHA, VISN, or VAMC goals and objectives. Evaluates medical center-wide programs against short and long range objectives, Identifies gaps, develops action plans, and makes recommendations for improvement. Plans and/or accomplishes special projects Acts as an expert on special projects, advising top management on major programmatic Issues. Leads, conducts or participates in complex management studies and reviews particularly those with wide or significant impact upon the organization's structure, policy, processes, operations, fiscal control, and infrastructure. Organizes assigned projects; plans, organizes and directs team study work. Provides program planning for individual Services or Programs, or a combination thereof Incumbent must have a thorough knowledge of current and future VHA, VJSN, and VAMC objectives and goals as well as the orderly and logical progression of steps In order to achieve them. Performs other related duties as required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30 AM to 4:00 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 and for a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Basic Qualifications: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized Experience 12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluates, processes, or makes recommendations for effective organizational changes based on current and future (workload) projections; Performs organizational analysis for clinical and administrative services; Identifies and collects necessary data including legislative and program data; interviews senior management, program officials, employees and supervisors; assembles assesses information gathered; formulates findings, conclusions, and recommendations.
Specialized Experience 13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluates, processes, or makes recommendations for effective organizational changes based on current and future (workload) projections; Performs organizational analysis for clinical and administrative services; Identifies and collects necessary data including legislative and program data; interviews senior management, program officials, employees and supervisors; assembles assesses information gathered; formulates findings, conclusions, and recommendations; Master the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex clinical and administrative processes and systems.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
