The primary purpose of the Assistant Chief, Access & Office of Community Care (AOCC) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable. The ACAOCC is responsible for primary care, mental health, specialty care, ambulatory surgery and all other ambulatory clinics oversight and integration into an efficient Clinic Practice Management model
Duties
The duties of the position include, but are not limited to:
Providing leadership and direction to promote the development and productivity of all employees; promote a culture of employee engagement and satisfaction; fostering the development and training of managers and their staff, while maintaining positive relationships with all clinical and administrative staff.
Ensuring an exceptional Veteran patient experience, guides the development, standardization, implementation, and sustainment of key operational/business processes, including scheduling practices, to ensure efficient and effective Clinic Practice Management.
Presenting to the Executive Staff the key indicators affecting outpatient service models by continuously evaluation within their VAMC, VISN and throughout VHA in order to propose national access changes that will result in extensive changes in agency policy, which obligates substantial VHA resources.
Identifying and implementing improvements to optimize management processes, access strategies, and "make-buy" decisions through an in-depth analysis of in-house and non-VA provided care to retain Veterans in-house.
Work Schedule: Monday-Friday 8:00AM-4:30PM

Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.

Qualifications

GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience integrating data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain goals and objectives in the healthcare field; Expertise in a wide variety of computer and data management packages and VA databases including Clinic Practice Management Dashboard, VISTA, CPRS, Clinic Access Index, Access Glide Path, SAIL, SPARQ, SHEP, Pyramid, or similar programs that perform the same functions; Developing and maintaining annual budget plans and staffing plans; and Supervising others by setting priorities, assigning work, evaluating work of subordinates, and developing subordinates for increased responsibility and succession planning.
There is no educational substitution for the GS-13 level.
