The incumbent serves as a key member of the Health Care System's top management staff, participating in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to our Veterans. The incumbent provides advice, input and counsel for the total medical facility planning and programming.

Duties

Chair of Space Committee and oversees all space management committee actions and space policies in coordination with senior management. Facilitates the Moves Sub-Committee, implements internal move requests and administers the LEAF process for each request from initial receipt through closeout. Oversee the LEAF process for all space requests to include all new and existing facility space. Conducts physical space assessments, space planning, and facilitates meetings with end users to determine the appropriate space assignments. Ensures the current state maps, and other electronic space management tool/software are updated to reflect space allocation. Coordinates with the Strategic Planner, Engineering Service, Biomedical Engineering and Decision Support to develop action plans and business cases for new and replacement lease acquisitions and all other capital planning projects. Coordinates activities with the BVAHCS Quality Manager to ensure planning processes are directly related to performance outcomes and measures related to space management and facility planning. Monitors and manages incoming pertinent suspense items and requests assigned to Facility Planning from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the program. Receives and monitors completed actions or responses, analyzes responses for completeness and accuracy against known policies and procedures. Participates in special information flow studies, analyses, presentations and briefings as assigned. Serves on various committees relative to facility strategic planning and space planning including the Planning Council. Collaborates with service line managers to ensure integrated goals and priorities are achieved pertaining to space management and facility planning. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00 a.m. to 4:30 p.m. Telework: Ad hoc. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 & for the GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational Requirements above you may qualify based on your experience as described below, Specialized Experience GS-12: This is a developmental position. The incumbent will perform the duties outlined in the target grade GS-13 position description but will operate under close supervision. Assignments are given with more specific instructions and guidance, increasing in complexity,. You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience in the following: space and facility management and planning, data analysis, and budgeting; obtaining data from databases regarding Veterans care; advanced qualitative and quantitative techniques to evaluate facility space and to make recommendations regarding the future utilization of building and facilities for appropriate delivery of healthcare services; evaluation of clinical programs, strategic initiatives and operational plans; advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers. Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advanced knowledge and experience in the following: comprehensive knowledge of space and facility management and planning, data analysis, and budgeting; obtaining data from databases regarding Veterans care; advanced qualitative and quantitative techniques to evaluate facility space and to make recommendations regarding the future utilization of building and facilities for appropriate delivery of healthcare services; evaluation of clinical programs, strategic initiatives and operational plans; advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is usually sedentary, although may involve walking or standing to observe work operations. Requires use of computer on a daily basis.
