DCSA's Program Executive Office (PEO) is seeking a Supervisory Program Manager who serves as the Deputy Chief for Acquisitions in support of the DCSA PEO portfolio of DoD Acquisition Programs. As a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties:

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Program Management.
  • However, applicants that do not meet this requirement are eligible to be hired but must obtain Program Management Advanced certification within 48 months after the first day of starting in the position.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Planning, coordinating, directing, and reporting program level resource, schedule, performance, and support functions; Planning, preparing, and reviewing acquisition program documentation, including but not limited to: program plans/objectives, supporting acquisition documentation, acquisition, program and contracting strategies, contract packages, cost estimates, and product support plans; Developing, implementing, and enforcing program management policies, plans, requirements, and procedures; and Identifying, analyzing, evaluating and reporting program cost, schedule, performance, and risk status. Specifically you will be evaluated on the following competencies: 1.Acquisition Strategy- Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events (for example, decision points, contract awards, test activities). 2.Program Planning, Review and Evaluation- Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results 3.Stakeholder Management- Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationships with individuals and groups connected to the work effort; including those who are actively involved, exert influence over the process and its results, and have a vested interest in the outcomes (positive or negative). 4.Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately 5. Leadership- Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
