This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Data Analyst, you will:
Be responsible for performing analysis, program evaluation and management tasks on issues which require broad expertise in performing computer-assisted statistical analysis, particularly involving program administrative data for OCHCO programs.
Exercise professional responsibility in analytic evaluative design and employing quantitative methods on issues which affect one or more of the major OCHCO issues or programs (e.g., Classification and Hiring Cycle Time and Case Status Reporting, Position Management Reporting, HUD Workforce Data Overviews (using all available data variables in NFC), HUD Workforce Experience with Awards and Promotions Reporting, and Applicant Flow Reporting).
Work independently and use the necessary data extraction, manipulation, and aggregation techniques and procedures to make information useable.
Write code and be responsible for codes of other analyst to ensure it is adequately documented and that it is possible to replicate.
Develop and coordinate new and/or revised policies and management methods using data obtained via SAS, Strata, SPSS, Python, R, or other statistical software to analyze OCHCO program data.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Performing quantitative and qualitative analysis for assessing HR program effectiveness; AND
Collecting data through multiple mechanisms (e.g., surveys or HR systems) for data analysis; AND
Preparing and delivering technical/narrative reports for making program decisions; AND
Reporting results or trends in graphs, charts, or dashboards.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
