About the Position: Responsible for maintaining responsibility for a multitude of major long- and short- term management programs, projects and establishes policy and operating guidelines.
Duties
Plan and manages Army Museum Enterprise programs resources in the Program Objective Memorandum (POM) process.
Adheres to and monitors Department of Army regulations pertaining to negotiating, coordinating, processing, managing, and maintaining formal agreements.
Performs duties as Contracting Offices Representative and prepares Performance work statements Quality Assurance Surveillance Plans and Service Contract Requests.
Provides advice in the development and implementation of local plans and objectives in order to assure local plans arre in alignment with command objectives.
Performs fund control functions to coordinate, plan and manage General Funds Enterprise Business System (GFEBS) reimbursable transactions administered through the execution of approved budgets and programs.
Performs economic cost/benefit analysis.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Designated a code-4 Civil Service Reform Act (CSRA) Supervisor: meets the definition of Supervisor in 5 U.S.C. 7103(a)(10) but does not meet the minimum requirements for application of the General Schedule Supervisory Guide (25% supervisory work).
Applied knowledge of U.S. Department of Defense (DOD) Planning, Programming, Budgeting, and Execution (PPBE) system.
Requirements
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Business travel TDY is expected 10% of the time.
- This position is moderate risk involving Public Trust (Tier 2). Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.

Specialized Experience: One year of specialized experience which includes 1.) Developing budget plans involving complex and conflicting budgetary objectives; 2.) Developing contract program agreements; 3.) Advising on cost/benefit analysis determinations; 4.) Utilizing fund control programs to manage and track budget information and 5.) Managing complex management plans and projects, both short and long-term. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
