About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Coordinates and tracks funding and budget activities. The incumbent assists in the development of the Program Objective Memorandum (POM) and annual budget submission.
Develops material fielding plans based on operational requirements and guidance from the Major Command, Department of the Army Headquarters, and Working Group.
Participates in designated program conferences, seminars, or meetings. Prepares and presents program and project briefings.
Serves as Project/Product Manager responsible for control of assigned Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance, Mobility, Soldier Support, Special Purpose Munitions, Weapons or Breaching projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret- Sensitive Compartmented Information security clearance or access for the duration of employment.
- Drug testing: This position has been designated for drug testing. If you are selected for this position you may be subject to urinalysis testing prior to appointment and you will be subject to random urinalysis testing as a condition of employment.
- Must file an annual financial statement. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02).1) Conducting market research for Robotics/ Unmanned Systems (UxS) or Information Operations (IO)/ Electronic Warfare (EW) projects. 2)Preparing acquisition strategy documents for Robotics/ Unmanned Systems (UxS) or Information Operations (IO)/ Electronic Warfare (EW) projects to include any of the following managed cost, schedule, performance, or risk. 3) Preparing procurement packages to facilitate contract award to include any of the following Statement of Work (SOW) or Independent Government Cost Estimate (IGCE). 4)Analyzing the impact of budget revisions for current projects.
