You will serve as the LIMITED DUTY (LIMDU) AND TRANSIENT PERSONNEL PRGORAM MANAGER on the staff of Commander, Submarine Readiness Squadron 36 (srs-36), Kings Bay, GA.
Duties
You will be responsible for personnel planning, oversight, and management of LIMDU/Transient personnel to ensure that Sailors are fully integrated into assigned commands.
You will Interact daily in the review process for LIMDU and Transient Sailors to ensure Sailors are fairly distributed throughout Kings Bay Shore commands.
You will ensure accurate accounting, tracking, medical treatment, submarine disqualification, conversion process, and expeditious movement of LIMDU/Transient personnel through the transient pipeline.
You will conduct research and special study projects to resolve problems, change procedures or evaluate concepts.
You will lead, plan, coordinate and execute strategic actions supporting the integration of LIMDU/Transient personnel distribution solutions throughout SRS-36 and its tenant commands and manages LIMDU/Transient personnel manning actions.
You will conduct analysis of LIMDU/Transient personnel and trend analysis to senior leadership along with recommendations for better management of LIMDU/Transient personnel to improve Command’s LIMDU/Transient personnel management.
You will develop and recommend changes to local LIMDU and Transient personnel policy and guidance as required.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In order to qualify for the MANAGEMENT ANALYST GS-0343-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with and a broad knowledge of program planning procedures and directives, and a detailed understanding of the Department of the Navy organization.
Experience and mastery knowledge in the fields of manning and military personnel assignments to mitigate the friction and adequate tracking of LIMDU/Transient personnel process for Submarine LIMDU/Transient personnel.
Experience with and mastery understanding of principles, theories, and techniques of program research analysis to develop new innovative approaches to solving submarine LIMDU/Transient personnel management issues.
Experience with and expert knowledge of force management functions and techniques to justify manning requirements, allocations of positions and documentation to support changes and authorization.
Experience with and knowledge of various programs including Ship Manpower Document (SMD), Shore Manpower Requirements Determination Program (SMRDP), and MyNavy Assignment System (MNA).
Experience, knowledge and demonstrated ability to eliminate work problems and/or barriers to mission accomplishment.
Experience, knowledge and skills sufficient to negotiate and coordinate projects and working groups.
Experience with written and oral communications skills, as well as skills in establishing effective interpersonal relationships developing recommendations, justifications and reports, and presenting briefings to top level management.
