About the Position: This position is located at the U.S. Army National Guard Readiness Center, Human Capital Management Division, Civilian Management Branch (HCM-CMB), in Arlington, Virginia. About the Surrounding Area: Situated in Northern Virginia directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.

Duties

Inform enterprise senior leadership related to status of changing policies/procedures affecting program areas. Plan and draft civilian human resources management policies and guides to meet the needs and goals of the organization. Evaluate and monitor on a quantitative and qualitative basis of actual Manpower strengths and work to ensure the full manning is maintained. Coordinate with external and internal stakeholders on guidance related to policy and process. Analyze significant civilian Human Resource management issues and problems.

Specialized Experience: One year of specialized experience which includes leading a team of human resource Specialists in delivering all aspects of recruitment and human resources staffing practices from cradle-to-grave; providing technical guidance/advisory services in the areas of recruitment, staffing, position classification, and organizational design to all levels within the Agency; developing strategic plans and making recommendations to senior level communications on Human Resource programs and activities; making recommendations for process improvements related to talent acquisition, performance management, and civilian policies; giving advice/counsel to subordinates on both work and administrative matters while facilitating cooperation and motivating the team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Customer ServiceHuman Capital ManagementManages and Organizes InformationStrategic Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
