The primary purpose of this position is to serve as a management analyst as well as program manager for special projects, including applying human resource experience, to plan, organize, and determine necessary policies, regulations, directives, programs, and procedures for the development and execution of assigned programs.
Duties
Provides expert guidance and assistance in developing and evaluating detailed plans, goals and objectives for long-range implementation of assigned programs.
Plans and executes programming decisions in appropriate formats to meet Air Force, Major Command and Wing requirements.
Provides expert guidance and participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.

This position is a developmental (e.g.: GS-07 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-07/09 KSA's:
Knowledge of basic principles of the classified titled or related field.
Skill in communicating factual and procedural information clearly, orally and in writing.
Ability to learn basic techniques of the classified title.
Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
Ability to plan and organize work, and consult effectively with co-workers.
GS-11/12 KSA's:
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of organizational level plans and programs.
Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
Knowledge and skill in the application of travel regulations, (e.g. joint travel regulation (JTR)), policies and procedures.
Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations applying rules, regulations, and procedures.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
Ability to access or locate information through the use of a personal computer and software programs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-07:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers.
OR
EDUCATION: successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement.

GS-09:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers.
OR
EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressive higher level graduate education leading to such a degree or LL. B or J.D., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience described in the job opportunity announcement, however, have at least one year of graduate level education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education.

GS-11:

COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have, or within 120 days of the closing date will have, a combination of specialized experience described above and graduate education described above which, when combined, is equivalent to 100% of the qualification requirement. GS-12:

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
