Duties

You will plan risk management assessments utilizing DoD Enterprise Mission Assurance System (EMASS). You will develop policy, plans, and procedures for IT systems security. You will coordinate a variety of security issues with other commands, higher echelons, and external organizations to address cybersecurity requirements. You will evaluate the impact of new laws and guidance in order to recommend changes to existing plans of cybersecurity related issues. You will review IT and control systems to assess overall compliance with cybersecurity plans and policies, and alignment with business and mission requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area (461) level intermediate within 12 months of appointment.
  • You will be required to participate in a continuous learning program as described in SECNAVIST 1543.2 with a minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures and manages systems resources including performance, capacity, availability, serviceability, integrity, efficiency and recoverability. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Administering the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Recommends resolution to problems and issues, prepares and presents reports and plans, and coordinates projects to meet future needs. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolves hardware/software interface and interoperability problems. In addition to the experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying information systems security concepts and methods from multiple disciplines in order to review and evaluate security incident response and recommend resolution of risk management framework; 2) Applying technical proficiency in security and computer systems (i.e. DoD Enterprise Mission Assurance System, National Institute of Standards and Technology [NIST] 800 series); 3) Serving as an Information System Security Officer (ISSO)/Information System Security Manager (ISSM) for a command; 4) Developing policy, plans, and procedures for IT systems security; and 5) Utilizing policies and directives in assessing and/or managing a cybersecurity workforce and ensuring an organization's IT compliance.
