Duties
You will analyze benefits and costs to develop recommendations on whether or not to contract work.
You will track cybersecurity and CIO office data and metrics to ensure compliancy with all CIO-related tasking.
You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments, the type of work, existing workload, and the capabilities of the employee.
You will evaluate performance of subordinates, including team leaders; give advice, counsel, and instruct employees on both work and administrative matters.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
You resume must detail a minimum of one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency must include: Preserving evidentiary data using industry standard cyber forensics analysis tools to provide a detailed report.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency must include: Developing strategic plans for the delivery of information technology (IT) customer services to support an organization's mission.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Briefing senior leaders on information technology (IT) cybersecurity program particulars (e.g., requirements, schedules, costs, concepts, solutions, deployment, and operation).
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Perform a risk assessment of information technology (IT) and/or Operational Technology (OT) systems to identify cybersecurity vulnerabilities and threats, and recommend solutions for remediation or mitigation.
In addition to experience demonstrating the four competencies above, one year of specialized experience equivalent to the GS-13 grade or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Developing, collating, and analyzing IT/OT cybersecurity enterprise requirements and translate into technical or contractual specifications; 2) Prioritizing, enforcing standardization, and conducting quality assurance reviews of all procurement/acquisition packages and initiatives supporting the NAVFAC Enterprise Information Systems Security Program; 3) Developing and maintaining a command cybersecurity program that includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel and cybersecurity processes and procedures; 4) Supervising a technical staff comprised of civilians and location specific foreign nationals; 5) Carrying out EEO policies and communicating support of the policy to subordinates.

Education
Cybersecurity Workforce Requirements: This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role as identified above and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies.
This designation requires the incumbent to:
1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF work role(s) and proficiency level(s) as documented on this coding sheet. For more information, please review DoDM 8140.03 and supporting DON policies.
2. Participate in continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.
3. Acknowledge responsibilities in writing via command designation letter.
Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.
