This position is assigned to the Information Technology Department; Commander, Navy Region Southeast; Jacksonville, FL, and serves as the Nonappropriated Funds (NAF) Management Information Systems Supervisor. The incumbent is responsible for applying analytical and managerial processes to the planning, implementation and support of new and existing information systems to meet the business requirements of Fleet and Family Readiness (FFR) N9 programs for all installations in assigned region.

II. MAJOR DUTIES AND RESPONSIBILITIES Non-supervisory duties comprise 75% of incumbent's time and include but are not limited to: Oversees and manages configuration, troubleshooting, customer assistance, cybersecurity, and training for NAF hardware, applications and management information systems (MIS), including point of sale (POS), catering system, Child and Youth management systems, other business and program systems and devices, electronic surveillance systems and patron Wi-Fi, NAF commercial business network, payment card devices, patron PCs, and business PCs. Defines the strategic direction of NAF FFR information systems (IS), telecommunications, video and data systems and operations in support of Department of Defense (DoD), Department of Navy (DON) and Commander, Navy Installations Command (CNIC) strategy. Provides management and operational support, supervisory oversight, administrative control, and coordination of the MIS program at all FFR NAF activities. Manages resource allocations to various projects and tasks. Analyzes customer/user/process owner change requests and/or make suitable alternative recommendations to business partners when applicable. Consults with customers to identify and specify requirements. Conducts feasibility studies and trade-off analyses. Prepares business cases for the application of IT solutions. Provides advice and guidance on all matters pertaining to NAF MIS and cybersecurity with various echelons of Region leadership, Region and Installation FFR program directors/managers, and installation commanders. Leads and guides the implementation and maintenance of CNIC NAF Point of Sale (POS) and operational support systems. Ensures all operational support activities and staff are knowledgeable and familiar with the systems front line mechanisms and software programs. Directs the information and data integrity for the Region's NAF programs. Ensures planning in all aspects of technology implementation; creates and maintains a service-oriented environment; manages application software acquisition and implementation, Navy cybersecurity compliance, change management, and help desk operations. Oversees hardware and software installs, upgrades and patches. Works closely with vendors, program managers, N6 staff, and users to resolve issues and ensure successful project implementations. Acts as a point of contact (POC) for implementation of new IT based projects. Tracks physical inventory of all hardware and software; assists in IT systems life cycle management. Ensures all appropriate forms and documentation are on file. Monitors maintenance contracts for renewal and submits purchase requests for support as required. Obtains approval from all required sources. Coordinates with FFR for available resources for procurements supporting NAF IT. Oversees and directs systems administrator/technical staff in the support of all NAF systems (e.g., NAF timekeeping systems, digital signage, inventory systems, bowling management systems, property/reservation management systems, program POS systems. Serves as backup systems administrator/technician for all computer and telecommunication systems. Performs hardware and software installs, upgrades and patches. Travels to different duty sites from the normal duty location to perform hardware and/or software installations and/or upgrades, assess project status and provide IT support when needed. There may be visits of several days' duration to actual job sites of employees in the field. Modifies system components as necessary to comply with revised DoD, DON and CNIC policies and procedures as well as approved user recommendations. Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Develops goals and staff responsibilities. Directs work to be accomplished by a workforce of APF & NAF employees: at least three, and up to 15 personnel (NF-2210-04; NF-2210-03) and/or General Schedule equivalents, and acts as a rating official. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Assists and supports staff in problem determination and correction. Develops and executes staffing plans and contractor requirements. Forecast ongoing service demands and ensure security assumptions and staffing are reviewed as necessary. Identifies and addresses cyber workforce planning and management issues (e.g. recruitment, retention, and training). Conducts annual performance reviews of staff. Participates in and makes section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate corrective action(s) as necessary. Performs other duties as assigned.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to pass pre-employment examinations.
  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.

  • Selective Service Registration is required for males born after 12/31/1959.
  • Work is normally performed in an office setting, however, physical access to communications rooms and telecommunication closets for computing and network infrastructure troubleshooting, implementation and/or support is required.
  • Must have or be able to obtain and maintain a Tier 5 (T5) Top Secret Security Clearance.
  • Occasional travel of less than 25% may be required.
  • Must have or be able to obtain and maintain a valid state driver’s license.
  • Must be able to work varied work schedules to include holidays, weekends, and evenings.
  • Earn and maintain appropriate credentials from the Cyber IT/DCWF Qualification Matrices (described in the DOD 8140 and SECNAV M-5239.2) within nine (9) months of hire.
  • Participate in a continuous learning program as described in SECNAVINST 1543.2.

Specialized experience must demonstrate the following: Knowledge of and skill in applying industry-standard and organizationally accepted business and systems analysis principles and methods. Knowledge of Enterprise Resource Planning (ERP) and business system life cycle management concepts and skill in their application to the organization's current and future systems. Knowledge of cost-benefit analysis methods sufficient to evaluate the feasibility of proposed new systems development projects. Knowledge of and skill in in understanding organizational business processes and operations and the ability to make recommendations for improvements. Knowledge of Navy enterprise computer systems and point of sale systems (such as Navy-Marine Corps Intranet, Microsoft operating system, Citrix Systems, RecTrac, and Qubica) Knowledge of Navy enterprise infrastructure design. Knowledge of network infrastructure. Knowledge of NAF IS/POS systems sufficient to perform configuration management and to advise and assist both region and installation management and staff on functional use. Knowledge of guiding DoD, DON & CNIC Information Technology policies and procedures. Knowledge of IT security requirements, policies, procedures, applicable laws and regulations that apply. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). Knowledge of cyber threats and vulnerabilities. Knowledge of specific operational impacts of cybersecurity lapses. Knowledge of IT systems life cycle management concepts sufficient to maintain up to date, interoperable hardware and software inventories. Knowledge of and skill in applying systems administration methods and procedures, performance monitoring methods, IT security principles, and analytical reasoning sufficient to schedule, monitor, and verify the integrity of system backups, restore files as needed, correct security vulnerabilities, install server upgrades, and monitor server performance. Knowledge of computers, computer peripherals and industry best practices, network equipment, operating systems and environments required to perform a wide range of duties as a primary or backup system administrator. Knowledge of concepts related to full inventory and analysis of IT systems and assets. Knowledge of accounting principles for revenue generating activities. Knowledge of NAF personnel and procurement. Knowledge of FFR programs. Skill in communicating orally and in writing, in a clear, concise manner. Skill in creating and presenting material, participating in and facilitating discussions, and defending and advocating technical and non-technical judgement and points of view. Ability to provide customer support in receiving, responding to, and resolving IT-related help desk calls.
