WHAT IS THE RAASDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Research, Applied Analytics and Statistics, (Data Management Division) The following are the duties of this position at the full working level. In-depth knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to guide subordinate staff in identifying and measuring program development or execution, and improving organizational effectiveness and efficiency. Comprehensive knowledge of the Internal Revenue Service's mission, organization, policies, practices, and procedures to ensure optimum use of personnel, equipment, and space to accomplish program objectives. Extensive knowledge of the business unit's policies, practices, procedures, and program(s) to provide guidance and leadership in carrying out program strategies and to ensure programs and plans include a long- term outlook consistent with customer needs. Broad knowledge of and application of management theories, techniques, and practices to direct and manage programs and administrative activities. Knowledge and demonstrated ability to use effective oral and written communication methods, principles, and techniques to provide products and services to all levels of RAAS management; provide evaluation and guidance to subordinates; and facilitate on-going dialogue with internal and external customers and stakeholders. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: IR-01 LEVEL: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level pay band or GS grade in the normal line of progression. Specialized experience includes one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.
