About the Position: This position is located at the U.S. Army Training and Doctrine Command Deputy Chief of Staff G-8 Budget Directorate Fort Eustis VA. Fort Eustis. "The Budget Directorate is comprised of three Division Funds Control and Integration (FCID), Command and Analysis, (CAAD), and Resource Analysis (RAD). We are responsible for current and budget year fiscal distributions, funding & execution analysis, and sub-command support & liaison encompassing a +$5 billion program.
Duties
Provide management with financial information such as: financial reports, i.e. trend analyses of rates of expenditures, comparisons of actual performance to the financial plan, and identification of variances.
Prepare briefing and information paper on assigned programs for Senior leaders.
Conduct special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements.
Serve as a financial consultant to assigned programs on management of Contracts, Task orders and MIPRs, provide analyses on the risk of these documents to command program.
Articulate financial information, and analysis to non-financial personnel, and other stakeholders.
Develop recommendations for Program Budget Decisions (PBDs), financial policies, and appropriations language to support national defense missions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- FINANCIAL MANAGEMENT LEVEL 2 CERTIFIED - must be able to obtain this certification within 24 months from hire date.
- One year trial/probationary period may be required
- You may be expected to travel for this position up to 10% of the time.

Specialized Experience: One year of specialized experience which includes 1) Review, analyze, revise, and recommend approval, disapproval or modification of budget requests and justifications submitted by lower echelon budget offices; 2) Utilize Financial Systems to perform budget administration functions and creating reports. 3) Present and recommend budget adjustments, reprogramming, and resolution of budget problems at command and agency levels; 4) Provide advice and counsel to other resource management and non-resource management officials to resolve a variety of funding and allocation issues; and 5) Conduct special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
