WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LBI) DIVISION?

Vacancies will be filled in the following specialty areas:
Large Business and International ADCCI (Assistant Deputy Commissioner Compliance Integration) for any area or team within ADCCI,
including Compliance, Planning & Analytics (CP&A) and CP&A-Data Systems Management (DSM).
The following are the duties of this position at the full working level.
Performs assignments that are nationwide in scope and have significant impact on issues facing the division. Plans, initiates and conducts research and research evaluations. Assumes a leadership role in the analysis and development of automated research techniques and methods to support the research efforts of the assigned organization. Initiates and coordinates automated research activities that will provide management with information needed to identify problems and opportunities.
Provides computer assistance to the Research organization which includes research computer methodology, review and analysis of reports, proposals, programs, and research results; the conceptual design and evaluation of research systems or research project specifications and general automation assistance on research projects (e.g.; use and application of general, computational, demographic and statistical software) when required. Additionally, the incumbent contributes to research projects by developing, testing, implementing, modifying and maintaining generalized utility software systems including relational database software, and applications utilities which are to benefit the research information system user.
Maintains awareness of current Federal laws, regulations and policies relating to the use of computers and software, computer security and taxpayer privacy as well as research grants and contracts.
Serves as the computer research expert on the project research teams that may include analysts from other functional areas. Provides technical guidance in converting conventional research systems (e.g. demographical and statistical) to an automated environment. Ensures that all statutes, regulations and administrative guidelines relating to computer security and taxpayer privacy are implemented.
Serves as a liaison on research projects with the Information Systems database administrator. Coordinates with that individual request for IRS data needed for research purposes not currently part of the CRIS database.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-13: To be minimally qualified for this position you must have one (1) year of specialized e
experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes: Demonstrated knowledge of a wide range of theories, methods and techniques of computerized research to perform research projects through effective application of principles of computer methodology and technology; Experience with technology application (e.g., SharePoint, Power BI, Tableau) and computer programming (e.g., Java, .Net), in the area of IRS tax related data bases (e.g., SQL, XML), tax compliance and statistical research (e.g., SAS and SPSS); Experience with commonly used statistical programming languages (e.g., R and Python); Experience with applicable sections of the Internal Revenue Code, Treasury Regulations and administrative provisions relating to preparation and handling of tax returns and tax related data; Experience with relevant ADP theories and practices as they apply to the research arena such as database management, numerical/statistical analysis, graphics and data presentation, software engineering, operating systems, and algorithmic analysis; Experience in using the scientific method to creatively solve problems relating to hardware-software and IRS and related data-base interfaces (e.g., networking, graphics, statistics, demographics, and peripherals).

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
