You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE/LABOR RELATIONS) in the Labor Relations/Employee Relations Division of COMPACFLT HRO NORTHWEST.

Duties

You will serve as an Employee and Labor Relations Specialist advising management on matters related to employee conduct, performance, and attendance, as well as labor relations topics, EEO, and Reasonable Accommodation. You will provide technical advice, guidance, and training for customers serviced. You will advise team members on negotiating techniques, provisions of rules, regulations, and law executive orders. You will bring potential problem areas to management's attention before complaints develop. You will serve as a management representative or provide assistance to management in hearings before the Merit Systems Protection Board, Equal Employment Opportunity Commission, Federal Labor Relations Authority or unemployment appeals. You will research, prepare and support the command's position in replies to congressional correspondence as well as in litigation cases.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector researching and interpreting laws, regulations, policies and precedents to support third party hearings/proceedings, to bargain with unions and to advise management on ER and LR issues ranging in levels of complexity from regular up to highly complex. GS09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector researching and interpreting laws, regulations, policies and precedents to provide advice, counsel and guidance to managers on employee and labor relations issues and to provide technical advice on collective bargaining agreements (CBA). Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 Grade level
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

A combination of experience and graduate education as described above that equates to one year of experience

GS-09 Grade level
