You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE AND LABOR RELATIONS) in the Employee and Labor Relations Division within COMPACFLT HRO NORTHWEST located in Bremerton, Washington.
Duties
You will develop and direct the technical and advisory services in Employee and Labor Relations for all employees at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) and Trident Refit Facility (TRF).
You will manage the Employee and Labor Relations Division through subordinate supervisors providing first line administrative and technical supervision.
You will provide technical and policy advice in the functional areas and in the interpretation of HR laws and regulations pertinent to manager, employees and unions.
You will work with management, union officials and employees on matters related to conduct, dispute resolution, and negotiating and administering bargaining unit agreements.
You will persuade people or groups to accept opinions or take action where intense resistance may be encountered.
You will develop written guidance that supports governing instructions, directives, guides and operating policies for Employee and Labor Relations functional areas.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector directing the delivery of civilian federal human resources (HR) services related to employee or labor relations management including developing strategies or policies consistent with Federal labor laws and regulations.
