About the Position: Supports the Defense Health Agency Center of Excellence, Labor Management Employee Relations (LMER) Servicing Center by providing authoritative advisory services on labor relations activities and management-employee relations.
Duties
Provides authoritative advisory services on management-employee relations actions such as leave administration, performance management, and discipline.
Provides guidance on appropriate level of discipline to correct problems, implications of grievance procedures, or impact of third party reviews and alternative dispute resolution.
Researches, analyzes, and interprets relevant case law.
Provides authoritative advisory services on labor relations activities.
Advises management on comprehensive Labor Relations services, to include negotiating contract, monitoring the labor climate, analyzing negotiated grievances, representational filings, and Unfair Labor Practice claims.
Advises management and represents the agency during third party reviews.
Represents management in communications with unions on negotiations, policy, procedural changes impacting bargaining, and contract administration.
Assists in problem/complaint resolution by utilizing appropriate partnering techniques/principles.
Provides guidance and renders decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and production goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position may require the incumbent to complete a one-year supervisory probationary period.

Specialized Experience: One year of specialized experience which includes applying the full range of Human Resources Management advisory and technical services specific to Labor Management Employee Relations (LMER), supporting specialist and leadership by advising and providing guidance on complex or unprecedented issues; researching, interpreting and analyzing laws, regulations and policies; performing complex studies, data analysis and/or special projects; and providing high level written and oral communications for agency-wide policies and procedures to commands and/or leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
