You will serve as a Program Analyst in the People & Process Division, Contracting Department of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will apply knowledge of the Government-Wide Commercial Purchase Card Program, to include Government purchasing principles and procedure.
You will process required documentation to resolve disputes with vendors and financial institution.
You will demonstrate knowledge of the financial policies and procedures, to include DOD Financial Management Regulations.
You will to assist the supervisor in developing internal instructions, guides, and Internal Operating Procedures.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a bargaining unit position.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of the Government-wide Commercial Purchase Card Program regulations (Federal Procurement Laws, FAR, DFARS, NMCARS, NFAS, NAVSUP instructions, NAVSUP CCPMD policies) to include Government purchasing principles, procedures and precedents; 2) Processing required documentation in resolving disputes with vendors and financial institution to effect resolution of disputes; 3) Applying knowledge of invoice adjustment processes, procedures, and the Prompt Payment Act to ensure compliance and timeliness to preclude penalty charges; 4) Using communication skills to train, brief, and provide guidance to GPC Program personnel in the efficient and proper methods used concerning the GPC Program; and 5) Assisting the supervisor in developing internal instructions, guides, and Internal Operating Procedures.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successfully completed a Ph.D or equivalent doctoral degree
OR
Successfully completed three full years of progressively higher graduate level education leading to a doctoral degree
OR
Successfully completed a LL.M., if related
OR
A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
