About the Position: This vacancy exists within the office of the PEO CS&CSS. However, the referral list generated by this announcement may be used to fill future vacancies in the PEO CS&CSS & PEO GCS, with duty location at Warren, MI and/or Selfridge, MI.
Duties
Incumbent serves as the Action Officer for foreign countries responsible for the total managing of Foreign Military Sales (FMS) programs.
Plans and/or initiates development, monitors, analyzes and assures that designated country('s) programs and other FMS countries.
Establishes and maintains liaison with the various DA/DOD agencies involved in matters relating to program planning, logistics management,
and related program management activities of the assigned FMS cases.
Plans and recommends control methods to be used, which will ensure management practices are implemented.
Analyzes program status, as required, with the objective of identifying potential problems before they become critical.
Participates in weapon system program planning and program management reviews.
Provides inputs for master schedules and plans developed for the orderly phasing of all required actions.
Provides guidance on new and revised policies, schedules, and other changes in program objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 30% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- Position is designated Security Cooperation Workforce and must comply with conditions of employment outlined in the interim Implementation
Guidelines for the DoD Security Cooperation Workforce Certification Program 2.0, November 6, 2023.

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must describe one year of specialized experience equivalent to theNH-02 grade level in the Federal service which includes 1) Managing Foreign Military Sales cases in accordance with the Defense Security Cooperation Agency (DSCA) Security Assistance Management Manual, U.S. Army Regulations, and Standing Operating Procedures; 2) Preparing official documents pertaining to program management and contract agreements such as Price and Availability (P&A) and Letters of Offer and Acceptance (LOA) for approval; and 3) Establishing written plans that include tasks needed to improve the management of Foreign Military Sales cases.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02(or GS-11 equivalent).
