This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & the Major Range and Test Facilities Base (MRTFB) within the DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Plan, develop, implement, and evaluate comprehensive, basic, and intermediate level services addressing PFR, money management, consumer affairs, and emergency services for the Total Army Family. Responsible for handling and resolving complex client problems and utilizing outside agencies and contacts to assist clients with resolutions. Consult and brief Commanders, installation leadership and community at large to keep them abreast of local financial and consumer issues. Responsible for written correspondence associated with all program responsibilities. Develop and implement a program of direct counseling assistance to the total military family on consumer affairs, debt liquidation, financial counseling, and budget counseling. Interview clients and utilizes assessment tools and techniques to compile detailed data on assets and liabilities in order to analyze and evaluate the level of indebtedness. Develop a long-range plan that recognizes the individual's personal and financial needs and assists the client in outlining milestones to achieve those goals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a nationally recognized and Army approved Financial Counselor certification.
  • The incumbent must file a statement of employment and financial interest as required in Section II, Army Regulation 600-50.

Qualifications

Financial Readiness Program: Provides personal financial management, consumer affairs, coaching and information. Specializes in debt reduction, budgeting, retirement planning, tax planning, emergency financial assistance and consumer education. Emphasis is placed upon the training portion of the program designed to educate Service members and spouses in money management, proper use of credit, financial planning, deployment, transition and relocation, credit improvement, investment information and check writing principles. Our goal is to help families prevent financial difficulties before they arise and prepare them for their financial future. Who May Apply: US Citizens In order to qualify, you must meet the educations and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes examples such as assisting with resolving personal finance problems for clients; performing as a liaison with local businesses, federal and state agencies; collecting financial data from client interviews or questionnaires; and presenting personal financial awareness information to a variety of audiences. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business management and finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
