This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Duties

Provide financial management assistance to serviced activities. Responsible for providing oversight and direction for assigned financial systems. Coordinate and review financial documents and accounting data. Provide advice, analysis and evaluation of various financial reports. Prepare various recurring and special reports, statements and other financial documents.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must have or be able to obtain and maintain a Secret security clearance.
  • This position has a temporary duty (TDY) travel requirement up to 25% of the time.
  • Appointment to this position is subject to a one (1) year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is a Term position scheduled to last three (3) years. A term position may be extended to a maximum of six years depending upon the needs of management.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. JOB OPPORTUNITY ANNOUNCEMENT FOR GS-09 Specialized Experience: One year of specialized experience which includes assisting in the preparation and maintenance of financial records and reports; assist in reviewing financial reports; and utilizing automated financial systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. JOB OPPORTUNITY ANNOUNCEMENT FOR GS-11 Specialized Experience: One year of specialized experience which includes preparing and reviewing financial reports through automated systems; recommending changes to budget/accounting policies and procedures; and providing procedural and regulatory guidance concerning expenditures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. JOB OPPORTUNITY ANNOUNCEMENT FOR GS-12 AND ABOVE Specialized Experience: One year of specialized experience which includes managing financial management systems to include a Defense Travel System and a Government Travel Card (GTC) program; and analyzing, evaluating, and providing metrics on data extracted from various financial management systems to ensure compliance with processes, procedures, and audit readiness requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
