The primary purpose of this position is to represent A5/8/9 as the directorate's resource advisor, responsible for efficiently and effectively managing directorate resources to achieve mission accomplishment.

Duties

Serves as directorate resource advisor and financial expert for leading and coordinating the full range of financial activities of the Directorate to ensure requirements are funded based upon missing needs as received/articulated from management Directorate Program subject matter experts. Serves as a primary approving official for the Government Purchase Card (GPC) and Agency Program Coordinator (APC) for Directorate. Manages the Government Travel Charge Card (GTCC) for the Directorate and approving official in the Defense Travel System (DTS). Owner and administrator in the Strategic Management Tool (SMT) for HQ AFMC for requirement Approval Document (RAD) process, provides guidance and training to HQ AFMC Directorates. Provides staff support in the areas of personnel management and organizational manning.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis, Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience must include experience in monitoring execution of programs as well as analyzing and evaluating programs and preparing a variety of reports from different sources. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In depth knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify and execute the budget for assigned accounts. 2. Knowledge of organizational structures, mission areas, functions, goals, objectives, and sources of funding pertinent to programs to include GPC, GTC, DTS and SMT administration. 3. Skill in conducting reviews, analyzing and assessing data analytics to prepare budget estimates, develop alternatives, identify deficiencies, measuring compliance, consistency, and effectiveness as well as make recommendations for enhancements, improvements, or to resolve budget/funding issues. 4. Knowledge of USAF and AFMC organizations, programs, missions and functions to analyze and determine human resources plans, programs and initiatives to support customers' current and future requirements. 5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. Ideal Candidate: Position serves as directorate resource advisor and financial expert responsible for leading and coordinating the full range of financial activities of the Directorate to ensure requirements are funded based upon mission needs as received/articulated from management and Directorate program subject matter experts (SMEs). Ideal Candidate will be knowledgeable in budgetary methods, regulations, policies, and processes to formulate, justify and execute the budget for assigned accounts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
