You will serve as a MANAGEMENT AND PROGRAM ANALYST in the G-1 , MANPOWER BRANCH of MARFORCOM NORFOLK.

Duties

You will maintain oversight of employee time and attendance via Oracle Time and Labor (OTL) Defense Agency Initiative (DAI) system. You will provide customer service to receive, review, and respond to personnel issues as it pertains to payroll and leave administration. You will coordinate efforts in strategic planning, conduct manpower studies, liaise with Human Resources Offices You will brief senior officials and managers concerning civilian personnel polices, procedures, and regulations. You will prepare and deliver information briefs, project papers, marketing materials, training and correspondence to diverse audiences that fosters understanding and/or acceptance of findings and recommendations.

Requirements

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Position may be required to perform duties at an alternate work site in support of Continuity of Operations (COOP).

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assist with reviews, analysis on programs, procedures and processes covering complex manpower issues and projects; refine existing work methods and techniques to analyze internal and external Issues; and coordinate with stakeholders to identify military and civilian staffing priorities, timelines, and shortfalls. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Provide reviews, analysis, and make recommendations on programs, procedures and processes covering complex manpower issues and projects; refine existing work methods and techniques to analyze internal and external Issues and/or develop new procedures; and coordinate with stakeholders to identify military and civilian staffing priorities, timelines, and shortfalls. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11
  • I have successfully completed a Ph.D. or equivalent doctoral degree OR
  • I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

  • I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
