Duties

The United States Space Force (USSF) at the Pentagon is searching for a Chief of Force Management (Military Personnel Policy) (NH-0201-04, GS 14/15 Equivalent). Description: The ideal candidate for this position will be a strong leader, detail-oriented, self-starter with experience developing, implementing, and interpreting military personnel policy related to military force management. Ideal candidate must have knowledge of the full spectrum of force management, officer and enlisted promotions, evaluations, readiness, assignments, joint officer management, military uniforms, awards and decorations and how each impacts the others. The incumbent will be responsible for leading a dynamic team and providing well researched, subject matter expertise and for developing essential compensation and benefits programs for the Service. The incumbent will communicate with, and provide analysis based recommended courses of action to the senior leaders including USSF Deputy Chief of Space Operations for Human Capital, a Tier 3 SES, the Chief Master Sergeant of the Space Force, the Vice Chief of Space Operations, and the Chief of Space Operations. As the Chief of Military Force Management, the ideal candidate will be responsible for leading a team comprised of military and civilian personnel and managing programs that will shape the future of Space Force and be on the ground level to support building the newest branch of the military. Ideal Candidate: Strong and highly competent leader who empowers teammates. Organized, confident, detail-oriented leader who can effectively set priorities, manage projects, and lead teams to accomplish multiple dynamic tasks, projects, and initiatives. Skilled in interpreting and implementing policy and law. An effective communicator skilled in briefing and providing timely and actionable information to General Officers and C-Suite level executives (SES). Extremely organized, detail-oriented, proactive, works well independently and with teams, skilled in senior leadership engagements and support, ability to reach solutions in ambiguous circumstances, quick learner, process improvement, interpersonal skills, TMT knowledge, outstanding communicator. Skilled in developing, interpreting and implementing policy and law. Ability to provide timely, accurate, and impactful recommendations, strong collaborator. A sharp team player that can learn to anticipate the needs of the executive and team supported ensuring they are well- prepared to make decisions on military force management matters. Highly Desired: Experience and understanding of part time military statuses and high-level of experience in personnel management. Experience working at an Agency-level HQ, experience in leading teams, task management (TMT), experience responding to Congressional inquiries and/or writing reports to Congress, experience writing legislative proposals, experience developing and writing Service-level military personnel policy using legal/policy authorities and experience developing, implementing, and managing service level personnel policies. Key Skills and Abilities: 1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as talent management, recruitment/accessions, retention, training, development, succession planning, workforce planning, workforce shaping, performance management, succession planning, dress and appearance, recognition, competency management, employee/labor relations, discipline, benefits and entitlements or other programs related to personnel management within the federal government. 2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods. 3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives. 4. Skill in conducting reviews and analyzing data and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 5. Ability to communicate, both orally and in writing, to the appropriate audience level. Establish and maintain effective and positive working relationships. 6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.

Requirements

  • Must be a U.S Citizen.
  • PCS / Relocation funding is available.
  • Must be able to obtain and maintain a Top-Secret/SCI security clearance.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position is eligible for telework 2-4 days a pay period.
