The primary purpose of this position is to serve as a Supervisory senior management analyst and advisor to management on the various effectiveness of organizational support projects and operations. The nature and variety of activities depend on the needs of the organization served. Exercises supervisory personnel management responsibilities at least 25% of the time.
Duties
Exercises supervisory personnel management responsibilities.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
Develops, modifies, and/or interprets performance standards.
Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
Reviews and composes consolidated management reports, decisions, recommendations and analysis submitted by review teams, groups and or specialists in the assurance of the policies, procedures, and processes.
Analyzes internal and external data to determine effectiveness of projects/processes/procedures and adequacy of implementation within the organization.
Incumbent advises managers and supervisors on all programs related to one or more of the following strategic areas: Civilian Employment Plan, Manpower Program, Civilian Personnel, and corporate programs such as Training, Awards and Security.
Maintains a continuous liaison with other organizations: AFLCMC, AFMC, MAJCOMs, HQ USAF, and geographically separated organizations and their installations. Incumbent will establish, develop, and maintain effective working relationships with all levels of management, functional staff offices, and organizational counterparts at various levels in response to special project directions, funding issues, policy changes, and the impact of these changes.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.
SPECIALIZED EXPERIENCE: I have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: plan work to be accomplished, set and adjust goals, priorities, and prepares schedules for completion of work, produce desired results in needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job; give advice, counsel, or instruction to employees on both work and administrative matters; achieve, demonstrate, and maintain the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements; demonstrate skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate; take and display personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; verify completed work meets project/program objectives; effectively promote commitment to organization goals; flexibility, adaptability, and decisiveness are exercised appropriately.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a comprehensive range of AF functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of organizations to provide high level staff guidance.
Knowledge of DoD and AF planning, programming, budgeting and execution; policy and procedures and schedules for developing Program Objectives Memorandum (POM), unfunded requirements justifications, POM narratives, offsets, disconnects, reclamas, and issue papers.
Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operation environment, develop course of action to better support mission objectives, select and coordinate with appropriate parties of interest, and champion organizational opportunities in the corporate process.
Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.
Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively, both orally and in writing, negotiates complex issues, and maintains good working relationships.
Ability to plan, organize work and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
