You will serve as a Supervisory Program Analyst within the Program Management Department of NAVAIRWARCENAC DIV. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will provide direct supervision, to include all administrative and technical aspects of supervision to a group of Project Team Leads, Project Coordinators, and Acquisition Program Analysts. You will be responsible for work planning and organization, setting of goals and priorities, determining staffing and equipment needs, work assignment and review, and various supervisory personnel functions. You will coach/mentor employees who are engaged in such functions as manpower management, budget execution, workforce initiatives and analysis, business operations, and human capital.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NM-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult/complex problems, conducting special studies, proposing options and alternatives and representing an organization.
