This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Test and Evaluation (T&E) Analyst with responsibility and authority for integration of the separate T&E related functions of a program or product office.
Duties
Assist the Program/Product Manager (PM) in the integration and execution of all developmental, technical, operational and production testing, and in the evaluation of managed items.
Lead senior level reviews of all test documentation for staffing and signature to the Director, Operational Test and Evaluation level to include Test and Evaluation Master Plans (TEMPs) / Test and Evaluation Strategies (TESs).
Reviews test data for accuracy and reviews and coordinates test reports and system evaluations for completeness and accuracy.
Prepares technical briefings to all level of management including General Officers, Senior Executive Service (SES) civilians, and high ranking officials.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require temporary duty (TDY) travel up to 35% of the time.
- Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of TEST AND EVALUATION and Practitioner Career Level II Certification must be met within 60 months.
- Employee must be able to obtain and maintain a Secret security clearance.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights

Specialized Experience is defined as performing all of the following duties: 1) Conduct developmental, technical, operational and production test planning, coordination, funding, monitoring execution and reporting; 2) Develop test documentation, review test data and reports, prepare technical briefings on a variety of test related subjects; and 3) Provide technical advice relative to the Test & Evaluation strategy supporting acquisition programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
