This position is located in the Phoenix Indian Medical Center located in Phoenix, AZ. The incumbent serves as Director of Health Information Systems and Clinical Informatics in the support of the department of Health Information Systems & Clinical Informatics. The incumbent works on the implementation of the Electronic Health Record program and other associated and related information systems including, the Resource Patient Management System (RPMS).
Duties
Supervisory and Program Responsibilities: (50%)
Serves as first line supervisor for at least thirteen (13) administrative and professional staff.
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Find ways to improve production or increase the quality of the work directed; and develop performance standards.
Clinical Informatics: 50%
Manages, and directs a broad range of IHS HIS activities that include but are not limited to the following:
Implementation, testing and certification of IHS HIS systems for production operation.
Support for training and implementation of the HIS system.
Communication, clinical practice design and technology transfer.
Site-specific metrics and evaluation of the HIS product.
Services delivery design and technology integration and transfer.
Assures compliance with standards of care and regulations.
Responsible for the overall guidance, direction, and support of the Resource and Patient Management System (RPMS).
Qualifications

Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

MINIMUM QUALIFICATIONS, GS-2210-13:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience developing and documenting overall system requirements utilizing a variety of techniques that lead to the development of efficient, effective, and compliant systems. Experience maintaining updated knowledge of infrastructure, workflows, interfaces, and peripheral systems associated with HIT systems and applications.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
