Duties

As a MANAGEMENT AND PROGRAM ANALYST you will be responsible for the following duties:

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • Required to submit a Financial Disclosure Statement, OGE-450 Confidential Financial Disclosure Report upon entering the position and annually.
  • Employee is required to obtain Program Management Practitioner Certification within 60 months of entering into this position and is expected to meet all related certification requirements per the Department of Defense Instruction 5000.66

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with analyzing and evaluating information to determine compliance with applicable policies, guidelines, regulations and procedures and making recommendations for improvements to processes and product deliverables. Coordinating contract/financial assistance actions with appropriate program/project managers to ensure contract information and documentation is accurate, complete, and timely. Identifies problems and proposes cogent solutions to accurately evaluate a wide range of information from multiple sources to identify appropriate solutions with strengths and limitations. Maintains relationship with business partners and is a liaison between cross functional Information Technology teams and customers to understand and meet their expectations. Specifically you will be evaluated on the following competencies: 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 2. Program Management - Designs, implements, and manages multiple or ongoing programs/projects and directs the related resources, personnel and activities. 3. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 4. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 5. Strategic Thinking - Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.
