The primary purpose of this position is: To plan, coordinate, schedule, provide guidance, and manage marketing and publicity for the musical/ceremonial support delivered by the USAF Heartland of America Band. To provide additional oversight and guidance for long-term ACC Band marketing and publicity processes and represent ACC Band matters to ACC Staff agencies. To advise command leadership concerning feasibility, advisability, legality (US Code, DoD/AF policy, and copyright law interpretation).

Duties

Plans, coordinates, oversees and implements marketing strategy for the USAF Heartland of America Band. Authors, directs and implements a year-long recurring annual presence across a minimum of three industry-standard social media platforms. Coordinates the design and development of complex written and visual information products in collaboration with the editor, subject matter experts, and internal and external service providers. Collaborates with external agencies on all matters pertaining to formulation, direction and operation of regional band marketing strategy, multimedia development, ticketing campaigns and online presence. Serves as the liaison to ACC senior command officials (ACC/CC, ACC/CV, ACC/PA and 55 WG/PA) and other command leadership at all Air Force bases in the unit's three and a half state geographic area of responsibility concerning all aspects of marketing, branding, advertising, multimedia creation and online presence. Serves as the unit-level subject matter expert on copyright law and its application to multimedia products created by the band.

  • Unusual Duty Hours May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Three or more years of experience in Marketing, Graphic Design, Advertising, Public Relations, Business, or other related fields is highly desired.
  • Experience in developing efficient strategies and business plans for all marketing aspects is highly desired.
  • Three or more years of experience in managing a budget of greater than or equal to $15K annually is highly desired.

  • A bachelor’s degree in Music, Marketing, Graphic Design, Public Relations, Business, or other related field is highly desired.
  • A master’s degree in Marketing, Music Business, MPA, is highly desired.
  • Five or more years of experience in leading teams in Marketing, Public Relations, Music Business or other related fields is highly desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes: (1) In-depth knowledge of all types of musical ensembles within the Band career field and multi-year experience implementing best practices to effectively publicize, advertise, and market these ensembles to a diverse public; (2) Knowledge of current and future evolving tools for advertising including but not limited to social media, web presence, radio, television and newspaper to facilitate the acquisition of suitable attendance at concerts on a local to national scale both on and off military installations; and (3) Knowledge of applicable US Code, DoD and Department policy, labor union law, and copyright law to determine legality and appropriateness of methods used to market and advertise music ensembles as well as legality and appropriateness as it relates to multimedia product development. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to a Ph.D. degree or LL.M., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of all types of music ensembles and performing experience to ensure the most appropriate methods are employed to effectively market the unit and build a unified brand awareness. 2. Knowledge of marketing and advertising best practices and suitable military and civilian alternatives to market the unit on are regional to national scale. 3. Skill in selecting and applying mathematical and statistical techniques to data collections for use in developing metrics to monitor effectiveness of advertising. 4. Knowledge of spreadsheet and financial planning software used to develop, execute and close out an annual budget. 5. Knowledge of applicable US Code, organization policy, labor union law, and copyright law to determine legality and appropriateness of methods used to market, advertise and develop multimedia products. 6. Ability to communicate, both orally and in writing, with tact and diplomacy to lead teams and interface with internal and external customers. Ability to lead, manage and adapt in a variety of changing situations in an atmosphere of military protocol and decorum. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
