You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Sensors and SONAR Systems Department, Fleet Sensors and Cables Engineering (Code 1535) of NAVUNSEAWARCENDIV NEWPORT RI.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band is equivalent to GS-9 and GS-10; the NT-4 pay band is equivalent to GS-11 and GS-12.
Duties
You will support the branch in an acquisition role, including contract documentation preparation, technical proposal evaluation, contract management, and supporting functions relative to budgets and planning.
You will provide direct business management, operations and financial/acquisition support across a wide range of programs.
You will prepare contracting packages including, abstracts, acquisition plans, contract administration, statements of work, source selection plans, contract data requirements list, and technical instructions and justification and approvals.
You will develop Purchasing Requisitions (PRs) in support of projects and programs within the Code, bundling when appropriate.
You will work directly with the Department’s Contact Manager and the Contracting Officer’s Representatives (CORs), as well as Code 15 Management, Engineers and Scientists to complete documentation and coordinate submissions.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a bargaining unit position.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Perform duties as a Contracting Officer's Representative (COR) as appointed and in accordance with NAVSEA's Contracting Officer's
Representative Instruction.
Qualifications
TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the federal service or equivalent experience in the private or public sector performing financial analysis and preparation of contract and purchasing requisition documentation packages in support of projects and programs within the organizations business operations.
TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the federal service or equivalent experience in the private or public sector assisting in the preparation of contract and purchasing requisition documentation in support of projects and programs within the organizations business operations.

For the NT-03
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
