You will serve as the Deputy for the SMALL BUSINESS PROGRAM reporting to the Commanding Officer of the NAVUNSEAWARCENDIV NEWPORT RI.
Duties
You will serve as the Small Business Deputy for small and small disadvantaged business, performing specific duties set forth in the Department of Defense Federal Acquisition Supplement for the Naval Undersea Warfare Center, Newport, RI.
You will provide overall management of the Small Business Program and report directly to the Commander of the Naval Undersea Warfare Center.
You will be responsible for researching and identifying small businesses that are available for contracting, providing this information to the Naval Undersea Warfare Center's Acquisition Department.
You will be leading marketing efforts such as Industry Days to assist in locating additional small businesses as well as helping the Contracting officers bridge the gap and find small businesses that can successfully perform the task.
You will be responsible for the coordination and the preparation of the Small Business Surveillance Review/Inspections which involves conducting a brief of the review/inspection results.
You will analyze and reviews documentation for the purpose of assuring compliance with policies, operating procedures, and regulations
to assess their effectiveness and efficiency.

- MSP/PPP applicants must currently hold the required security clearance.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
TO QUALIFY FOR THE NT-05 POSITION:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector: overseeing or analyzing acquisition programs to maximize small business participation in the federal procurement processes for compliance with regulations and ensuring program goals are met.
TO QUALIFY FOR THE NT-04 POSITION:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-9/10) pay band in the Federal service or equivalent experience in the private or public sector: assisting with acquisition programs to maximize small business participation in the federal procurement processes for compliance with regulations and ensuring program goals are met.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For NT-04 Position:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
