You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in one of the various departments within NAVUNSEAWARCENDIV NEWPORT RI, located in Newport RI.
Duties
You will serve as a procurement Analyst supporting programs of the department and advise Program Managers and other department employees on matters pertaining to procurements.
You will review and monitor requisitions for any contract for basic incremental funding task orders.
You will develop Purchasing Requisitions in support of projects and programs within the Code.
You will prepare Simplified Acquisition Procedures (SAPs) and enter them and supporting documentation into the Enterprise Resource Planning (ERP) system.
You will work directly with the Departments Contract Manager and Contracting Officers Representatives (CORs), as well as Code Management, Engineers and Scientists, and business personnel, to complete documentation and coordinate submissions.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-3 (GS-9/10 equivalency) or grade level in the federal service or equivalent experience in the private or public sector analyzing financial requests for contracts to identify deficiencies and recommend operational program improvements.

Education
The following education may be substituted for specialized experience at the NT-04:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
