You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the BUSINESS OPERATIONS OFFICE (Code 3401) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

You will evaluate methods and techniques for assessing contract development or execution and provides recommendations on improving their effectiveness and efficiency. You will discuss contract modification issues (funding, tasking, or manpower) with contractors and various agency or activity personnel, preparing management briefings/presentations to provide program status or accomplishments. You will generate requisition packages and track their progress through the procurement process cycle. You will review proposed contractual actions for conformance with regulatory requirements and procurement practices. You will review and apply acquisition regulations and laws to monitor contractor performance to ensure compliance with contract terms. You will provide guidance to internal customers concerning a variety of contract performance inquiries. You will conduct cost analysis/studies to develop cost estimates for annual or long range fiscal plans.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Perform duties as a Contracting Officer's Representative (COR) as appointed and in accordance with NAVSEA's Contracting Officer's Representative Instruction.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of acquisition principles to coordinate procurement and major contract activities for an organization.
