You will serve as a SPECIFICATION WRITING SPECIALIST in the FACILITIES ENG & ACQ BRANCH, FMFS BRANCH of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will prepare technical specifications, Government Cost Estimates and non-engineered drawings or sketches for contract performance including coordination of requirements, specification writing and review by stakeholders.
You will prepare performance work statements and detailed cost estimates.
You will meet with key personnel at the installation to identify requirements, educate them on policy, and resolve differences between policy and installation desires.
You will act as technical support lead to assist in the post award contract management, modification development, collection point for needed specification template improvements.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Applying contracting and administrative laws, policies, regulations, contracting requirements and operations; 2.) Assisting in the preparation of contract documents (specifications, budgetary constraints, cost estimates, etc.); 3.) Coordinating with technical and engineering personnel on minor construction, facility and equipment maintenance practices, labor costs, uses and costs of materials ; 4.) Conducting internal studies to determine deficiencies within a contracting program; 5.) Developing plans based on best business practices, sources of supply, and market conditions.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
