You will serve as a Human Resources Specialist (Employee/Labor Relations) in the Labor and Employee Relations Division of COMPACFLT HRO NORTHWEST.
SALARY RANGES
GS-05: $44,316 - $57,607
GS-07: $54,896 - $71,366
Duties
You will gather facts, draw conclusions and communicate factual and procedural information orally and in writing to managers and employees.
You will assist in preparing labor agreement proposals on relatively uncomplicated labor-management issues.
You will research and analyze applicable laws, policy and agency precedent and apply fact-finding techniques to gather information related to routine employee relations matters such as attendance questions or misconduct.
You will assist in reviewing bargaining unit and employee representation issues, unfair labor practice charges, arbitration, negotiability determinations, Federal Services Impasses Panel (FSIP) and Merit Systems Protection Board (MSPB) decisions.
You will assist in conducting administrative investigations.
You will assist Senior Specialists in preparing for investigations, mediations, and negotiations.
You will draft letters to address routine employee relations issues of misconduct.
You will assist in responding to information requests from employees, labor representatives and responsible management officials.
Requirements
- MSP/PPP applicants must currently hold the required security clearance.
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting journey level Human Resources personnel with routine Employment and Labor Relations services and products.
For GS-05:
Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector providing human resources administrative support in employee or labor relations.

Successfully completed one full year of graduate level education.
OR
Successfully completed a bachelor's degree with superior academic achievement.

For GS-05:
Successfully completed a four year course of study leading to a bachelor's degree.
OR
A combination of experience and education as described above that equates to one year of experience.
