The primary purpose of this position is to serve as a first-level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Education and Training Section, Workforce Development Element (FSDE).
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work
Plans, organizes, and directs activities of the Workforce Development Element. Develops goals and objectives that integrate organization planning and resource control with education and training objectives
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management
Directs or conducts management studies, audits, and projects to measure the effectiveness of the various base education and training functions in meeting goals and objectives
Manages and directs the Force Development Flight's resource management program
Represents Force Development Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with civilian and military managers in the Air Force, Space Force, Army, Navy, Marines, AFRS, ANG and in the business community with college/ university presidents or representatives

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing goals and objectives that integrate organization planning and resource control with education and training objectives as well as researching, interpreting, analyzing and applying policy development and interpretation; program planning and evaluation; budget preparation and execution; and manpower and personnel programs and comprehensive knowledge of training functions to develop and implement integrated approaches and solutions to significant training concerns and issues.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of policies, processes, procedures, regulations, management and organizational principles and practices along with a comprehensive knowledge of training functions to develop and implement integrated approaches and solutions to significant training concerns and issues.
2. Broad knowledge of resource management and employee development to include disciplines sufficient to be able to understand, evaluate and advocate professional development requirements.
3. Knowledge of safety and security regulations, practices and procedures.
4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of the Section.
5. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.
6. Knowledge of management analysis processes and techniques to evaluate business processes and programs.
7. Ability to communicate effectively, both or orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
