This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Manager (Deputy Product Manager Acquisition) position is assigned under Program Executive Office, Intelligence Electronic Warfare & Sensors (PEO IEW&S), Project Manager Defense Cyber OPS, PMD Cyber Analytics & DET, located at Fort Belvoir, Virginia.

Duties

Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget. Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight. Responsible for the analysis and evaluation of programs as they affect assigned equipment. Perform the full range of administrative and technical supervisory duties. Maintain continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • Business travel is required 50% of the time.
  • One-year supervisory probationary period may be required.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience is defined as: 1) Developing project management policies, planning, requirements and direction within an acquisition program; 2) Participating in analysis of the programs budget, cost and mission requirements; 3) Overseeing project responsibilities such as development, acquisition, testing, cyber security, life cycle support, resources management, contracting, scheduling, personnel and facilities; and 4) Overseeing and/or managing Risk Management Framework and Configuration Management activities to secure or maintain an Authorization-to-Operate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
